Actus reus
- Failure to notify a change of keeper as required by regulations under VERA 1994, s.22 (Road Vehicles (Registration and Licensing) Regulations 2002 — typically regs 21–24). The offence is usually charged under VERA 1994, s.59 (contravention of regulations under the Act).
